docs: update CHANGELOG, TODO, README, CLAUDE.md for tribunal session

Browse source 
Update test counts (516 vitest + 159 cargo), add new entries for all 5
tribunal priorities, mark certificate pinning done, add SPKI persistence
and seen_messages pruning as new TODOs.
